Has any one herd of paypal holding payment from seller, until either buyer leaves pos feedback on item he has not had or 21 days has passed?

Ive never heard of it, but nothing suprises me with ebay and paypal anymore.

Not entirely sure but I did hear something to this effect in their changes to terms last month... There's no mention on Wiki, but there are a few Paypal discussion forums on the web if you do a google.

It is worrying the number of rumours about Paypal's plans. I receive a lot of my income through Paypal as they seem to be becoming a monopoly on the web. Never good when a financial institution holds that much share of a market.

Yes, its happenned to me a few times, especially on high priced stuff, if you have ratings over 4.5 on all of em it wont happen
